I would say the summary is verses 31-33 whatever your understanding of the specifics outside of the time she is actually bleeding it applies to uncleanness as it regards going to the temple / tabernacle. It is sin to have sex with a woman who is bleeding. (Lev. 18:19) It is also a sin to go to the temple / tabernacle while unclean. (Lev. 15:31) Sex makes you unclean for that day anyway (Lev. 15:18) so the idea that people had to avoid uncleanness perpetually would actually be a complete prohibition on sex. So if contact (sexual or otherwise) makes you unclean for the day then don't go to the temple / tabernacle that day. It really is that simple.
