The thing is, if they self-deport then they can still apply to come back.
If they are removed they are not allowed to return.
Yes, it is a trade off. We need to get rid of millions of illegal immigrants, and the government hasn't scaled up enforcement enough to get it done. Self deportation is a quick win.
