Psalm 45 as a whole appears prophetic of Yeshua/Jesus as King and instructive of/delighting in the current physical king of Israel.
The portion you specifically ask about fits in that context, but has some elements that are instructive when compared t other Scripture. This particular passage itself is not proscriptive.
vss.10-11: Is a woman to leave her father and mother and cling to her man/master? Yes. And, a man is generally very attracted to a submissive woman. That has its own beauty.
vss 12-15: The daughter of the king of Tyre is leaving Tyre behind so that she is joined to and partakes of the wealth of her new king/master/husband.
Vs. 16 confirms her leaving and cleaving and being part of creating a new family with a specific vision... princes in all the earth, which leads to v 17 and the name/fame of the king being established.
Again, this is principally a prophetic/Messianic psalm, but there are take away marriage lessons for us. No commands.
