שִׁבְעָ֥ה שָׁבֻעֹ֖ת תִּסְפָּר־לָ֑ךְ מֵהָחֵ֤ל חֶרְמֵשׁ֙ בַּקָּמָ֔ה תָּחֵ֣ל לִסְפֹּ֔ר שִׁבְעָ֖ה שָׁבֻעֽוֹת׃
וְעָשִׂ֜יתָ חַ֤ג שָׁבֻעוֹת֙ לַיהוָ֣ה אֱלֹהֶ֔יךָ מִסַּ֛ת נִדְבַ֥ת יָדְךָ֖ אֲשֶׁ֣ר תִּתֵּ֑ן כַּאֲשֶׁ֥ר יְבָרֶכְךָ֖ יְהוָ֥ה אֱלֹהֶֽיךָ׃
וְשָׂמַחְתָּ֞ לִפְנֵ֣י׀ יְהוָ֣ה אֱלֹהֶ֗יךָ אַתָּ֨ה וּבִנְךָ֣ וּבִתֶּךָ֮ וְעַבְדְּךָ֣ וַאֲמָתֶךָ֒ וְהַלֵּוִי֙ אֲשֶׁ֣ר בִּשְׁעָרֶ֔יךָ וְהַגֵּ֛ר וְהַיָּת֥וֹם וְהָאַלְמָנָ֖ה אֲשֶׁ֣ר בְּקִרְבֶּ֑ךָ בַּמָּק֗וֹם אֲשֶׁ֤ר יִבְחַר֙ יְהוָ֣ה אֱלֹהֶ֔יךָ לְשַׁכֵּ֥ן שְׁמ֖וֹ שָֽׁם׃
"7 weeks you shall count for yourself from the start of the start of the sickle against the standing grain (harvest time) you shall start to count 7 weeks. And you shall do the holiday of Shavuot (weeks) for Adonai your G-d , according to the freewill portion of your hand which you shall give according to (how) Adonai your G-d has blessed you. And you shall rejoice before Adonai your
G-d; you and your son and your daughter and your servant and your female servant, and the Levi who is at your gates and the foreignor and the orphan and the widow who are in your midst in the place where Adonai your G-d blesses to inhabit His name there."
Exodus: 34:22-23
וְחַ֤ג שָׁבֻעֹת֙ תַּעֲשֶׂ֣ה לְךָ֔ בִּכּוּרֵ֖י קְצִ֣יר חִטִּ֑ים וְחַג֙ הָֽאָסִ֔יף תְּקוּפַ֖ת הַשָּׁנָֽה׃
שָׁלֹ֥שׁ פְּעָמִ֖ים בַּשָּׁנָ֑ה יֵרָאֶה֙ כָּל־זְכ֣וּרְךָ֔ אֶת־פְּנֵ֛י הָֽאָדֹ֥ן׀ יְהוָ֖ה אֱלֹהֵ֥י יִשְׂרָאֵֽל׃
"The holiday (foot festival) of Shavuot (weeks) you shall do for yourself first fruits of the harvest of wheat, and a holiday of gathering (harvest) in due time (in a circuit).
Three times in the year shall present all your males before the L-rd Adonai (Hashem) the G-d of Israel" [the 3 times are Passover, Shavuot, and Sukhot, the 3 foot festivals]
Levit 23:15-16
וּסְפַרְתֶּ֤ם לָכֶם֙ מִמָּחֳרַ֣ת הַשַּׁבָּ֔ת מִיּוֹם֙ הֲבִ֣יאֲכֶ֔ם אֶת־עֹ֖מֶר הַתְּנוּפָ֑ה שֶׁ֥בַע שַׁבָּת֖וֹת תְּמִימֹ֥ת תִּהְיֶֽינָה׃
עַ֣ד מִֽמָּחֳרַ֤ת הַשַּׁבָּת֙ הַשְּׁבִיעִ֔ת תִּסְפְּר֖וּ חֲמִשִּׁ֣ים י֑וֹם וְהִקְרַבְתֶּ֛ם מִנְחָ֥ה חֲדָשָׁ֖ה לַיהוָֽה׃
"And you shall count for yourselves from the day after the Sabbath from the day you all bring in the Omer (bundled harvest), the wave offering, 7 Sabbaths completely there shall be.
Until the day after the 7th Sabbath you all shall count 50 days then you shall draw near a new offering(present) for the L-rd (Hashem)."
So we start counting the omer every night from Nisan 16 (2nd day of Passover season.. .counting excitedly for 50, the day after 7 weeks, and that's today Shavuot)!
That's also why there were so many foreign language speakers in Jerusalem since it was a command to go up to Jerusalem for this holiday, Jews came from all over, the countries outside of Israel for this holiday. Hence the miracle on Pentacost (which is called that because it means 50th in Greek and Shavuot is on the 50th count of the omer).
